Founded in 1997 and enlarged in 2012 to reach the Haryana border, this remains Delhi's least populous and least dense district precisely because it is dominated by government and institutional land rather than housing: population actually fell from 179,112 (2001) to 142,004 (2011), a density of just 4,057/km². It posts Delhi's highest literacy rate, 88.01-88.34% (male 92.24%, female 83.56%), alongside a lower sex ratioThe number of females per 1,000 males in a population — a key demographic indicator in Indian census data. (around 815-822) typical of a transient, institution-heavy population. Contains Lutyens' Delhi, Rashtrapati Bhavan, Parliament House, India Gate, Connaught Place, and the Chanakyapuri diplomatic enclave — the seat of the Union government and of nearly every foreign embassy in India. Unaffected by the January 2026 district reorganisation. Served by the Yellow Line (New Delhi, Rajiv Chowk, Central Secretariat) and the Airport Express Line.
